HKGAI-V1

Hong Kong's "regional sovereign LLM": built on the DeepSeek architecture via multifaceted full-parameter fine-tuning, aligned to the region's trilingual (Cantonese/Mandarin/English) environment and "one country, two systems" socio-legal context, with an integrated RAG system and a governance-embedded safety framework. Runs on Ascend hardware. HKGAI-V3 (June 2026) extends the series with a production agent stack.

Attribution note: HKGAI is an InnoHK research center hosted and led by HKUST (director: Provost Yike Guo) within a government-backed consortium — a joint HKUST/HKGAI effort, not a sole-university artifact, and a derivative of DeepSeek bases rather than a from-scratch pretrain. The hkgai HuggingFace org lists no public models.
